A Tender is a formal Invitation to bid for a Project or to accept a formal offer. The authority that invites bids and issues bid documents is called the tendering authority or bidding authority. The engineering officer who invites the bid and creates and publishes the bid is called the Tender Inviting Authority (TIA).
